extractpdfmark.cygport:

DEPEND is for declaring build dependencies.  This should include 
libpoppler-devel

runtime dependencies which aren't autodetected should be declared in 
REQUIRES.

The last sentence is a bit unclear to me.  What is the referent of the 
final "them"?.
