[ITA] opus-tools (0.2)

I would like to take over the maintenance of opus-tools
package which is currently orphanded. I have already
prepared the updated package at:

https://tyan0.yr32.net/cygwin/x86_64/release/opus-tools/

Please note that the new package libopusenc (0.2.1), which
I have proposed ITP in another post, is required to build
the new version this package.
