Maintainers,

Following this change, I intend to adjust the configuration for the 
cygwin-announce list so it automatically appends the footer suggested in 
[1] (so you will no longer need to append it manually, if you are 
currently in the minority remembering to doing so :) ).

I'll also amend those instructions to remove that suggestion.
