autoconf2.7 missing on scallywag?

Ah.  I was briefly wondering about that, but then forgot about it when I 
built the security update on short notice (and wouldn't have had time to 
roll back a test machine and try it there).  Jon, could you please put a 
version requirement for (cygwin >= 3.6.0) on perl-base-5.40.2-1 (since 
the dependency should be in the Perl DLL)?  I'm not sure yet how to 
check if any dependency has crept into Perl modules as well, but that's 
something for later.
