[ITP] udis86

[Jeremy Drake]

I figured I'd try my hand at a dead-simple package.  Let me know if I
screwed anything up, or when I should send my SSH key (which I think is
the next step).  3 of the patches (not the cygwin-msys one) are from
Gentoo.
