[PATCH setup 0/3] Generalize install arch selection

Before anyone gets all excited, we're a long way from anyone building any
packages which might need this, and this is just the first step on
supporting that in our package repostory, not the last.

But since I was working in this area, and had these files open in my editor,
I wrote these changes.
