Merging cygwin-utils and cygwin-utils-extra?

Could the packages cygwin-utils and cygwin-utils-extra be merged,
please? MSYS2 already did this, and it's always annoying that there is
a little set of tools in an extra package. I could understand the
separation from a disk space point of view in the 1990, but with
today's 256GB SSD disks in low end laptops, it doesn't make much sense
anymore.
