i am not sure if its needed, i noticed that cygwin X11 applications(or their dependencies) require libX11_6, i suppose this is the minimum for an X11 server. sxhkd apriori require X11

maybe, i run dos2unix before cygport

you can test it with a config file like this:
ctrl + f
    echo 123

start an X11 session like this:
startx full/path/to/sxhkd.exe -c sxhkd_config.txt
