both are up for python 3.12 , as both are now >=3.10

$ cygcheck -cd |grep urllib
python312-urllib3                          2.7.0-1
python39-urllib3

$ cygcheck -cd |grep chardet
libuchardet0                               0.0.8-1
python312-chardet                          7.6.0-1
python39-chardet                           5.2.0-1
