GH Scallywag CI fonts build missing fonts.scale fonts.dir

Hi folks,

Package urw-base35-fonts build works fine locally, but fails with missing files 
under Scallywag, although cygport inherits font and b-r includes mkfontscale for 
use during postinstall prep_etc; same result after rerun so not transient; not 
seeing any other obvious prereqs being tested, for example, fontconfig; see jobs 
12558, 12559; log extracts:
