python312-requests can not find certificates

Looks like python312-requests can not find certificates:
$ units_cur

ImportError: cannot import name 'where' from 'certifi' (unknown location)
where before, there were only empty directories, and after reinstall:
$ l /usr/lib/python3.12/site-packages/certifi*/
/usr/lib/python3.12/site-packages/certifi/:
__init__.py __main__.py __pycache__/ core.py py.typed
/usr/lib/python3.12/site-packages/certifi-2026.1.4.dist-info/:
direct_url.json INSTALLER licenses/ METADATA RECORD REQUESTED
top_level.txt WHEEL
$ units_cur
$
so could lack of new packages python312-certifi or other upgraded dependencies
cause some issue with install/upgrade of python312-requests, or maybe just some
install/upgrade/download glitch with mirror?
