python312-sphinx missing extension failures (was Updated: python 3.9/3.12 packages)

You need to force the python312 version for the whole pythone dependency
tree.  This currently fails on Scallywag for an unknown reason,
somewhere there seems to be missing dependency so this doesn't
auto-resolve.

I also noticed there is not python3-doc virtual dependency package, is
this intentional?
