THat obbviously didn't happen, I did use 10.3.39 locally, but there's no
sane way to backport the OpenSSL3 fixes that went into later branches
(and are actually required if you need encrypted connections).  10.11.x
is still the "old" LTS branch and maintained until February 2028 and
actually has the patches to make it work with OpenSSL3, so I bit the
bullet and pulled the package up to that version.  I'm releasing it as a
test version as there are many changes from where this left off.

I'll be releasing the Connector/C version 3.3.19 as NMU to get the
client side up-to-date.  Version 3.3.20 is what is bundled with the
10.11.19 server, but it's still an RC1 upstream and those version bumps
generally should be invisible to existing clients anyway.  The
following packages use libmariadb3:

Tested libmariadb3 against perl-DBD-mysql without any problems.
