Log message:
	* pinfo.cc (pinfo::init): Use PID_ALLPIDS flag to control when a redirected
	block should be marked as nonexistent.
	(winpids::add): Use PID_ALLPIDS when looking for all pids.
	* cygwin.h (PID_ALLPIDS): New enum element.
