Log message:
	* dtable.cc (handle_to_fn): Modify to return true if handle represents a cygwin
	tty.
	(dtable::init_std_file_from_handle): Detect when we've seen a cygwin pipe and
	use it in overlapped mode by default.
	(decode_tty): Make static.
