Log message:
	* termios.cc (cfgetospeed, cfgetispeed): Constify argument per POSIX.
	* include/sys/termios.h (cfgetospeed, cfgetispeed): Declare functions.
	Move macros after declarations and make conditional on !__cplusplus.
