gdb "attach" and sharing thread info between processes

Hi!

I've  moved  "start-gdb-on-trap"  config  into  CYGWIN  variable. It's
really  more  convenient  than  registry-based config, since it allows
this feature to be configured on per-process basis. So, adding

error_start=/usr/src/gdb.exe

to CYGWIN var will do the job. Here is the patch.
