More setup changes -- please try them out

I took the libiberty of speeding up Ron's setup program by avoiding the
use of CMD.EXE with every program invocation. That seems to make things
work much better. It also makes it much easier to redirect stdin/stdout,

I've also added some additional expository messages which I think will help
the user understand what is going on.

And, I've increased the retries when attempting download stuff. I was routinely
unable to download some files until I did this.

In the process of doing this, I broke some functions out into their own
files so that they were easier to work on (for me). If, when Ron returns,
he wants to merge everything back, that's obviously ok with me.

I've added a '-f' option to 'cygpath' which I intend to eventually use
in a pipe in setup.exe so that it can get a list of files more quickly
than it does now. I don't think I'll get around to doing that prior to
the net release, though.

I think that we're very close now. I'd appreciate it if someone would check
out the installer and try to build it though, just to verify that everything
works as advertised.
