No, not really.  makedoc only understands the weird syntax newlib et
al use for their built-in documentation.  All doctool does is merge
inline and outline SGML snippets into a single SGML file.

Neither tool does that.

Those are external packages.  texi2html is at
http://texinfo.org/texi2html/ and db2html is part of the Docbook
tools.
