Can't build snapshots with net release?

Oops.  I just took a closer look at readme.texinfo and it is just a
re-packaging of sections taken from the FAQ.  So of course I should
also be responsible for winsup/doc/readme.txt.  (If there are no
objections, of course.)  Sorry for that oversight.
