Thanks for the patch.  But Chris is right,

And please add a ChangeLog entry in cleartext (not as part of the
patch).  http://cygwin.com/contrib.html has a few easy guidelines in the
"When you have finalized your changes" section.  They are basically
valid for newlib as well.  And you don't need to sign a copyright
assignment for newlib patches, fortunately.
