It's historical. I'm not *planning* on altering that before the
hypothetical dpkg/rpm backend integration.

I'd suggest though, that further cygcheck setup smarts should come by
librarising setup's code, rather than reproducing it - the setup dir
format is likely to change if we find we need to.
