I checked in something that seems to work but I'm too tired tonight to
do exhaustive testing.  I basically ripped out everything I previously
checked in and I've laid a groundwork for extending the "cache a
fhandler" technique to more than just ttys.  I don't know if that would
be useful or not, though.
