[PATCH] Separate pthread fixes #1

  The attached patch separates out the uncontroversial change to the
__cygwin_lock* functions.

winsup/cygwin/ChangeLog

	* thread.cc (__cygwin_lock_lock):  Delete racy optimisation.
	(__cygwin_lock_unlock):  Likewise.
