[PATCH] cygwin: Export clog10, clog10f

	winsup/cygwin/
	* common.din: Add clog10, clog10f.
	* include/cygwin/version.h (CYGWIN_VERSION_API_MINOR): Bump.

	winsup/doc/
	* posix.xml (std-gnu): Add clog10, clog10f.
