[PATCH] Cygwin: fsync: Return EINVAL for special files.

- Unlike linux, fsync() calls FlushFileBuffers() even for special
files. This cause the problem reported in:
https://cygwin.com/pipermail/cygwin/2022-March/251022.html
This patch fixes the issue.
