[PATCH 0/4] cygwin-htdocs: install.html edits

This patch series contains several focused documentation edits to install.html

Changes include:
- Add alternate syntax for using -P option.
- Tip on using -P as a preliminary package search.
- Add tip downloading setup-x86_64.exe to bin and using from command line.
- Bold the text "Tip:".

These patches were created against the latest upstream `master` branch.
