Assian character inputing problem in bash

Hi Assian users:

    I am using cygwin in Windows 2003 Server, Chinese version. I cannot
input any Chinese character into bash window, neither in console window nor
in telnet client. It seems that bash refuses to accept any character whose
ascii code is larger than 127.

    Old version of cygwin didn't have this problem... :-( Hope anybody can
help. Thanks a lot.
