Alan,
How about we leave your CygIPC patches in CVS.  We will distribute
precompiled binaries without XSHM.  However, users who want
XSHM could compile it by changing HAS_SHM define to YES and we provide
a link to CygIPC at our FAQ, with a WARNING! CygIPC is unsupported.
