no /etc/X11 in 4.0.3

I went through the installation several times.
After the first time I tried to be exceedingly careful to follow the User's
Guide instructions
After the second failure I repulled all the files from another mirror. I
diffed these with the previous files and found no differences.

Seems to me that you probably didn't see the User's Guide.  Follow the
instructions in the User's Guide exactly.
