sgml building package

is a draft package that should pickup the appropriate tool (jade or
openjade) via configure and build the draft sgml based faq.

If your docbook modular stylesheets aren't in
/usr/local/share/sgml/stylesheets/db164/html/docbook.dsl
you will need to edit faq/Makefile.am and correct the path there.

It's an automake system, so all the usual targets exist. Of note:
'make check' in the root will validate the sgml.
'make' will generate html output (I haven't dug into tex based output on
cygwin yet).
'make validate' in the faq dir will validate the sgml.
'make distcheck' will create a tarball, attempt to build the html doc
from the tarball.

I haven't tried same-dir building, but it should work.
