I think this is because DOS/Windows can't use ':' in filenames that way.

Look at it this way:
a:blah.tar          <--- blah.tar on drive a:
t08081997-10:46.tar <--- 46.tar on drive t08081997-10:

Tar, of course, being a UNIX program, doesn't inherently -know- this is a
bad thing. :)
