Problem with tail

It appears that the beta-17 version of tail differes from the unix
version in its interpretation of a number passed to it.

eg tail +2 on unix is interpreted as tail from line 2 onwards, whereas
in beta-17 it seems to be interpreted as tail starting after line 2.
