Cygnus Cygwin32 Press Release 1/21/97

    I presume that you're considering linking with cygwin.dll to be
   making a derivative work[1], and if so this would seem to indicate
   that you must make sources available to anyone who wants them 
   (indeed, you could argue that it institutes a duty of distribution).

Apparently cygwin32 was not under GPL up to version 16. The sudden copyright
change may have misled some users about the potential interest of gnu-win32
for them and thus their involvement in beta testing it. In any case one
could stick with version 16.
