GNU patch broken on NT?

I'm having similar problems as other people are reporting, that patch
only attempts to apply the first chunk in a patch, and that at a
significant "fuzz-factor". If you then subsequently look at the
patched file with emacs, it has lots of NULLs at the beginnings of
lines, and lines truncated on the left.
