Bash keyboard buffer problem

During the execution of a synchronous console command (like cp), if I
press the up-arrow key for history, bash appears to be hung after the
command finishes. Usually a couple of Ctrl+C's will print a couple of
command prompts followed by '[A's, and then everything is fine.

Using Ctrl+P does not cause a problem, only the up arrow.

Has anybody else had this problem? Is there a patch?
