new cygwin.dll?

Hi,

I've just seen, in the ftp-directory is an cygwin.dll from
Sat May 31 01:27:00 1997, so it is newer then the other tools. Is tis 
the one from Sergey or another one? If another, where is the 
libcygwin.a for it?
