-frepo mechanism

After building a crosscompiler for Linux from unmodified cdk sources,
I found out that in the crosscompiler the -frepo mechanism DOES work;
however in the native gnuwin32.b18 compiler (binary distribution) it
does not.

Is there a way to activate it in the native version?
