tgetent() in libcygwin.a -- why?

There is an dummy function definition of tgetent in libcygwin.a and
cygwin.dll that causes problems when linking with GNU termcap. Can
anybody tell me why it's there in the first place? fyi, it's defined
in winsup/misc.cc and in winsup/cygwin.din.
