How do i get the c compiler to work?

Did you install the CDK.exe ? If so, it 
will be in  //[drive]/gnuwin32/b18/H-i386-cygwin32/bin.

I can figure out how to get the c compiler to work, its 
the only reason
i downloaded this, the pages say it has it, but i can't find it, can
anyone help me out?
