Using Windows facilities with gnu win32 compiler

Is there anyway to compile my software and link it with standard win32 
facilities and then use the resulting program?

I assume I have to link to both the cygwin.dll and the approriate dll which
supports whatever I want to use from the vast win32 set of interfaces.

Any help much appreciated
