Setting CYGWIN32=tty prevents Windows 95 from lockups

It seems that adding line:
set CYGWIN32=tty
to starting batch file "cygnus.bat" prevents Windows 95 from lockups.
I have tried this for two Win95 machines with B19.0 and B19.1 installed
running "bash" as a starting shell and sh as "/bin/sh"
and I could do much of rebuilding stuff without troubles.
When the line is removed each system hangs after a couple of "command not
founds".
