Cygwin32 19.2 update planned

Will B19.2 include a fix for all the STATUS_ACCESS_VIOLATION errors?  Has the
cause even been located?  Note that I get them sing COMMAND.COM as my shell
so it is not a bash/ash/whatever-sh problem.
