Where to find cygwin.dll

hello,

i installed the cygwin cross-compiler from some
debian distribution, but to run the programs i
need the cygwin.dll. Where can I find it?
i dont't want to download the source code of
cygwin32 and compile it myself as a
cross-compiler as the package is really huge!
