sig_send(): wait for sig_complete event failed...

I am getting this message at the end of makefile processing. I use
MAKE_MODE=unix so sh.exe is the shell. This is on B20, never saw the
problem on B19.1.

This is on NT4SP3. The message occurs about one third the time and all
procesing seems to be completed successfully.
