68302 Compiler

GNU-Win32 will not directly compile for a 68302 processor.
You can however use the GNU GCC/G++ source code and compile it as a
cross-compiler to run on the platform of your choice.  If you intend to
host this 68k cross-compiler on an M$-Windows machine then you will need
a M$-Windows compiler.  It can be Borland, MS-Visual C++, CygWin32,
MinGW32, Symantec or what ever.

It will build a GCC compiler which will then be used to build the cross
compiler.
