config/make problems

Just a simple timestamp problem, nothing more. You can do one of two
things:
  
  1. Change the timestamp (using "touch") on the regenerated files such
     configure and config.status; or,
  
  2. Install autoconf.

Normally, packagers are careful to get the timestamps right, so it might
be a local problem (clock skew, time change etc).
