.lib and .cpp

Hi,

those questions seems stupid, but ...
1) how can i access a ".lib" made by VC++ or BC (is it possible?)
2) is there an option on the command line of gcc to say him to treat the 
file as it was a c++ file (without renaming the .c to .cpp)
