B19: Latest upgrade B19.1 binary compressed file can't uncompress(NT and 95)

Following the instructions and using the gunzip command from the
usertools set, "gunzip new-cygwinb19_dll.gz" returns error message:
"gunzip: new-cygwinb19_dll.gz: invalid compressed data--format violated"
