NT Emacs, Telnet, and inetd

Under telnet and inetd, when I try to run emacs using "emacs -nw" I
get the following error message

emacs: standard input is not a tty

With the xemacs port, "xemacs -nw" works as expected. When I am not
telneting in "emacs -nw" works.

I have CYGWIN32=notty which allowed "emacs -nw" to work at the bash
prompt. I have also gotten "emacs -nw" to work under other telnet
servers.
